The way that we determine what projects to work on is simple: you work on whatever project you want to work on... To get an idea of what has been worked on in the past, see the Meeting Minutes on the hackingsociety.com web-site under the "NCLUG" chapter (currently the only one). So far, there really hasn't been a problem with people keeping busy on their projects.

Source Forge has a nice Help Wanted section which lists projects looking for help, grouped by type category of helper needed (Project Management, Developer, Doc Writer, Unix Admin)...
The Linux Documentation Project has a list of projects which need contributors. Even making a small documentation change can make hundreds of users lives easier. How about proof-reading documents written by a non-native speaker of your language, or translating between two languages you know?
Don't have a laptop or would rather not bring a desktop? How about printing out a HOWTO and bringing it and a red pen? Or a book to read... Many HOWTO authors aren't writing in their native language, perhaps you can suggest alternate wording...
Submit a good bug-report on an Open Source Software package you use.
Catch up on mailing lists you subscribe to. Perhaps there are some threads you can participate in.
